Abstract
We talk for a few years of the Roman Curia’s reform. The worst thing that can be imagined is that this reform will be limited to unification of some department in order to reduce the number of them. This article aims to examine the proposals made at the time of Vatican II. Even then, it was realized that the Curia’s internationalization could only be an illusion. Every authentic reform must include a new balance of authority in the Catholic Church and a renewal of the exercise of papal primacy. This new balance must consider the recognition of the powers of the bishops and of the bishops’ conferences. As for the renewal of the exercise of primacy, it would involve the establishment of a unit that would combine the bishops to the central government of the Church. We must not only revisit the claims for reform at the time of Vatican II, but also initiate some action of reform which favors the decentralization
of power in the Church. It is on this basis that we can advance some proposals for today.
